Jeff Gutierrez joins SWCA as Planning Director for the Front Range. In this role, Jeff will leverage his experience in NEPA and permitting to build the planning team and drive Front Range experts toward project success, foster business and career development, and deliver results for clients. 

With over 17 years of experience as an environmental planner and project manager, Jeff specializes in impact assessment and NEPA analysis, focusing on land use, natural resource planning, and public engagement. He has successfully navigated diverse sectors, including government, energy, transportation, recreation management, mining, natural resource protection, and disaster response.

Jeff’s recent work has been pivotal in the renewables sector, particularly in wind, solar, and hydroelectric projects. His expertise extends to FERC licensing, where he has conducted environmental and public use inspections for hydroelectric power dams and related facilities. Notably, Jeff has also served as an Incident Commander, assisting FEMA and the US Army Corps of Engineers in hurricane recovery missions.

Jeff holds a Master’s Degree in Urban and Regional Planning with a specialization in Environmental Land Use Planning from the University of Colorado at Denver.
